Portuguese economist, who became a Brazilian citizen, Henriques is a researcher specialized in Social Economics, having worked with themes such as social economics, education, human rights, social assistance, poverty and inequality, racism, public policies assessment and philanthropy.
Currently, Henriques is Executive Superintendent at Unibanco Institute and president of the Board of Directors at Anistia Internacional Brasil. Henriques holds a master’s degree and a bachelor’s degree in Economics from Universidade Federal do Rio de Janeiro (UFRJ) and was a faculty member of the Economics Department at Universidade Federal Fluminense (UFF) from 1984 to 2017. In the Federal Government, Henriques held the positions of National Secretary for Continuing Education, Literacy and Diversity (SECAD) at the Ministry of Education, and Executive Secretary at the Ministry of Social Development, when he coordinated the design and initial implementation of the program Bolsa Família. In Rio de Janeiro, he was State Secretary for Social Assistance and Human Rights, and President at Instituto Municipal de Urbanismo Pereira Passos (IPP), when he developed and implemented the program UPP Social. Former researcher and associate director for the social area at Institute for Applied Economics Research (IPEA), special advisor for the presidency of National Bank for Economic and Social Development (BNDES), and for over 30 years he was a faculty member at the Department of Economics at Universidade Federal Fluminense (UFF). Head of the State Council for Defense of Child’s and Adolescent’s Rights in Rio de Janeiro, head of the Vice-ministers Group for Poverty Reduction and Social Development at the Interamerican Development Bank (IDB) and the Education Conference at the 34th UNESCO General Conference (2008). Former member of the Board of Directors at International Institute for Education Planning (IIEP-UNESCO) and, currently is a board member at: Anistia Internacional (Brazil), Study Center for Work relations and Inequalities (CEERT), Center for Excellence and Innovation of Educational Policies (CEIPE-FGV), CIVI-CO, Itaú Foundation for Eduaction (FIEC), Parliamentary Fronts in Defense of the Minimum Income, Natura Institute and República Institute.
