Humberto Falcão

Humberto Falcão Martins holds a Ph.D. in Administration from EBAPE/FGV (2003), a Master’s degree in Public Administration from EBAPE/FGV (1995), a Specialization in Public Policy and Public Management from ENAP (1996), and Bachelor’s degrees in both Public Administration and Business Administration from the University of Brasília (UnB, 1986).

He works in the fields of Public Administration and Public Policy as an academic, consultant, and public sector executive. As a scholar, he has accumulated more than 38 years of teaching and research experience.

He is currently a Permanent Professor at Fundação Dom Cabral (FDC) and a Visiting Professor at the Brazilian Institute of Public Law (IDP). Throughout his career, he has taught at EAESP/FGV, EBAPE/FGV, and the University of Brasília, as well as at numerous government schools in Brazil and abroad. He has also held international academic appointments as a Visiting Fellow at the École Nationale de Santé Publique (France, 1998), York University (Canada, 2001), the London School of Economics and Political Science (United Kingdom, 2019), and the Hertie School (Germany, 2023).

He is the author of approximately 150 publications, including 25 books, reflecting a research agenda focused on performance management, collaborative governance, and public sector transformation. He currently leads research projects on institutional capacities, collaborative governance, and administrative reform.

As a consultant, he has led more than 300 organizational improvement and public policy projects covering strategy, organizational structures, processes, people management, and innovation. These projects have focused particularly on education, healthcare, environmental management, and public administration, working with the Brazilian Federal Government, state and municipal governments, and international organizations, including the World Bank, the Inter-American Development Bank (IDB), and the United Nations Development Programme (UNDP). He also founded and co-led Instituto Publix for fifteen years.

Among the major public-sector initiatives in which he played an active role are the 1995 Federal Public Administration Reform in Brazil and the Choque de Gestão (Management Shock) reform program in the State of Minas Gerais.

As a public executive, he was a member of Brazil’s Specialist in Public Policies and Government Management (EPPGG) career and served in the Federal Government for approximately twenty years. During this period, he held advisory and senior leadership positions within the Presidency of the Republic and the Ministries of Administration and State Reform, Finance, and Planning, Budget, and Management. He served as Secretary of Public Management, Brazil’s delegate to the OECD Public Governance Committee, and Chair of the IDB Public Management and Transparency Network.

He has also served for more than twenty years as a board member of public organizations, civil society institutions, and private companies. He currently sits on the Boards of Directors of ALUPAR and Instituto República.

His contributions have been recognized through several distinctions, including the ANPAD Award, the Hélio Beltrão Medal, and the CONSAD Merit Award.
