Public Management
Flavio Carneiro holds a PhD in Public Administration and Government from EAESP/FGV, a master’s degree in Corporate Management from EBAPE/FGV, a specialist certificate in Business Management from PUC-Rio, and a bachelor’s degree in law. He is an adjunct professor at Fundação Dom Cabral – FDC and he works as a professor in the professional master’s program in Public Administration at EBAPE / FGV. He worked as a consultant with governments for setting result agreements between the State with the 3rd sector (MG, SP, ES, CE, RJ and RS). He worked as an executive in state and third sector organizations, such as: RioSaúde - Public Health Company of Rio de Janeiro (Chief Executive Officer), Rio de Janeiro City Hall (adjunct secretary of Management of the Health Department), CeMAIS - Minas Gerais Center for Intersectoral Alliances (Executive Director), TVE Brasil (Director), ANS-National Agency of Supplementary Health (General Manager of Supervision), ENAP-National School of Public Administration (General Coordinator of Diffusion), MARE - Ministry of Federal Administration and State (Coordinator of the Minister's Office).
